Life is a process. However there are games we play through constructing systems in order to create the conditions we find optimal for the process of life to occur. this can be described as governance.

It seems to me there are 4 key layers to any kind of system

Values > Rules of Rules > Rules > Emergence

This can be seen in something as simple as the game of football. There are players who play the game and who exhibit great creativity which and genius doing wonderful skills which amaze the fans and scoring incredible goals which go down in history. this creativity emerges out of a combination of all ingredients including weather, fans, referee, pitch, players, ball, managers etc.

This creativity is constrained in part by the rules of the game. The rules of the game are consistently evolving due to many pressures including technological and commercial. For example goal size, penalty for rule breaking, how extra time works, regulations on footwear and ball type just for starters!

The way we are able to change these rules is dependent on the rules of rules we have created, in government terms this would be a constitution, a framework which creates a bandwidth or scope for potential change.
